Similar to many other forms of technology, the computer was designed and is continuously evolving  as a tool that is capable of meeting the needs addressed by society (such as facilitating communication) as well as, more or less conspicuously,  fulfill the desires of the powers at be. And just like any entity that gains enough traction to wield influence over a substantial number of people, limitations are imposed to maintain order and control of the Masses.    What I perceive to be the underlying basis of digital citizenry is an amalgamation of rules and regulation which exist in varying degrees of formality and enforcement, depending on the enforcer, that impact the degree in which people can communicate and interact with one other over varying degrees of space and time.
